The assessment of assets owned by R&B Division-III Assistant Engineer Raja Kishore Jena has led the Odisha Vigilance to uncover property and wealth linked to his colleague Ashok Kumar Panda, also an Assistant Engineer in the same office.

The enquiry began with a focus on Raja Kishore Jena. During the investigation, it was found that Jena and his colleague Ashok Kumar Panda had jointly purchased a 4-BHK flat on the 16th floor of Cosmopolis apartment at Khandagiri in Bhubaneswar.

The property was registered in the names of their wives. This joint ownership led authorities to extend the enquiry to Panda’s assets.

On July 28, the Vigilance team visited the flat jointly owned by Raja Kishore Jena and Ashok Kumar Panda. The officers found the door locked from the outside and attempted to contact Panda, but his phone was switched off.

Later that night, when the team returned to seal the flat, they discovered that Panda was inside the flat with his wife and daughter. He had locked the door from the outside in an attempt to avoid the search operation.

Panda eventually presented himself before the Vigilance team, after which searches were carried out at the flat.

During the raid, officers spotted a bag hanging from a window outside the flat. The bag was recovered in the presence of witnesses and was found to contain Rs 1 lakh in cash along with documents and other items.

The bag also contained a silver coin of about 10 grams, gold ornaments weighing about 60 grams, land ownership records, an Apple iPhone, a vehicle key and more.

Vigilance officials found that the engineer was in possession of assets disproportionate to his known sources of income, exceeding them by 213 percent.

Further searches at multiple locations linked to Ashok Kumar Panda led Vigilance officials to uncover several immovable properties. These included Shop Nos. 23A and 106 at Utkal Kanika Galleria in Kalpana and Shop No. 22 at Symphony Mall in Pahal’s Rudrapur.

The investigation revealed ownership of several flats linked to the accused. These include a 3-BHK flat at Vipul Garden in Bhubaneswar, valued at approximately Rs. 30 lakhs. Another flat on the 1st floor of Royal Habitat in Khordha’s Jatani, valued at around Rs. 32 lakhs, was also found and more.

Officials also found a four-storied building at Somnath Nagar and a three-storied house (No. LIV-356) at Dumduma Housing Board Colony linked to Panda.

In addition, the flat at Cosmopolis (Flat No. H-164) jointly owned by Panda and Jena was part of the list of assets. A Volkswagen Polo car bearing registration number OD 02 T-8607 was seized. Officials also identified postal savings in three accounts held by Panda and his family, amounting to Rs. 17,00,000.

Meanwhile, Raja Kishore Jena remains under vigilant scrutiny. Officials are investigating the source of funds used by both Jena and Panda to acquire properties and other assets. The investigation is still in progress.
